a)           Decisions

Permission for Development in respect of:-

 

S/2010/0076/FUL           Unit 1, 7 Swinneyford Road, Towcester

                                        Variation of condition 4 of planning permission S/2009/0962/FUL

                                        to allow the premises to open at midday.

                                        The committee gave its support to the application.

                                        The committee discussed the application at length

                                        grounds that it will detract from the street scene.

5.           Finance

The Clerk distributed copies of the Cheques Issued List (cheque numbers 009449 – 009473); all items were ongoing.

 

Proposal

Cllr Stanger proposed that the Cheques Issued List be signed by the Chair and R.F.O.;

seconded by Cllr Allen, all in favour.

 

6.           Allianx Insurance

              Renewal of insurance policy 11/AC/05271096/06

 

The Clerk referred to the renewal documents.  She confirmed the newly adopted telephone kiosk in Caldecote will need adding to the policy (BT has recommended a value of £3,000) whilst the public toilets in Moat Lane can now be removed.  The TC premium has increased from £6415 per annum to £7220.  The Clerk felt the increase to the public liability element could be justified based on the settlement of two claims against the TC.  The Clerk intends to query the increase to the Fidelity Guarantee Insurance from £525 to £827 with the insurer.

 

7.           South Northamptonshire Council

a)           Commencement of new pre-application service

Correspondence from SNC confirms the commencement of its new pre-application service from 19th April 2010.  It is anticipated that the new service will encourage discussions prior to application stage and will help resolve issues to enable speedier decisions.  In levying a fee for the service it will allow appropriate resources to be allocated to the early stages of the planning process.

 

b)           Active Cycling for Everyone (ACE)

Correspondence from SNC refers to its proposed bid to the Big Lotteries Reaching Communities Fund ‘Active Cycling for Everyone (ACE)’.  The purpose of ACE will be to compliment its existing jogging and health walk programmes to help people to become more active and thus healthier.  Completion of an attached questionnaire form ACE Survey 2010 is requested.  The committee agreed its support of the lottery bid and would pass the questionnaire regarding cycling activities in Towcester and Tiffield to Dennis Dale for completion. 

 

8.           Northamptonshire County Council

              Correspondence from Head of Waste Management, NCC, regarding changes to

              Towcester Household Waste Recycling Scheme

 

The Clerk has received a reply from the Head of Waste Management, NCC, concerning the TC objections regarding changes to the Waste Recycling Centre in Towcester.  The correspondence details the consultation process commenced in March 2008 with stakeholders on 6 proposed service options prepared by officers of the Borough and County Council.  It is the preferred option resulting from this consultation that has now been implemented.  The County Council fly-tipping officer is working with the contractor, EMS Ltd, to implement strategies to enforce, monitor and record potential fly-tippers and where possible gather evidence to support a prosecution.  With respect to the TC concerns over relocation of the

re-use shop; early indications are that a facility will be secured in Towcester for this use.
